Project Overview

San Joaquin County is advancing the Grant Line Road Realignment Project to improve safety, east-west circulation, and connectivity in and around the Banta community.
The project will realign Grant Line Road southeast from Chabot Court toward 11th Street and South Bird Road and construct a new grade-separated bridge over the Union Pacific Railroad. The new crossing will separate roadway and rail traffic, reduce conflicts and delays at the existing at-grade railroad crossing while improving connections through the area.
Additional improvements will maintain access to the Banta community and surrounding properties, improve roadway operations, and provide enhanced pedestrian connections.

Moving Forward: Design Phase

The Grant Line Road Realignment Project is now advancing through the design phase, an important step towards preparing for the construction of the project.
During this phase, the project team will continue to refine the proposed improvements and complete the engineering and technical work necessary. This work includes:
  • Advance the engineering for the new bridge over the Union Pacific Railroad.
  • Evaluating improved roadway connections and access to homes, businesses, agricultural properties, and community destinations.
  • Coordinating drainage, utilities, lighting, and other supporting infrastructure.
  • Continuing collaboration with agencies, property owners, businesses, agricultural interests, residents, and other stakeholders.
  • Preparing construction final plans, specifications, and cost estimates for construction.
Design will continue to build upon the environmental review and community input received to date while providing additional opportunities for coordination and feedback as the project progresses to construction.

What Happens Next?

As design advances, the County will continue working with the Banta community and affected stakeholders to better understand local access needs, travel patterns, safety concerns, and other considerations that can help inform the project.
Future outreach meetings will provide opportunities for residents, businesses, property owners, commuters, agricultural interests, and other community members to learn about the latest design progress, ask questions, and provide feedback.
Community engagement may include community workshops, pop-up events, online engagement opportunities, multilingual materials, and direct coordination with affected stakeholders.

Project Improvements

Key improvements being advanced as part of the project include:
  • Realignment of Grant Line Road southeast from Chabot Court toward 11th Street and South Bird Road.
  • Construction of a new bridge over the Union Pacific Railroad.
  • A four-lane roadway with a median and turn lanes at intersections, where appropriate.
  • New roadway connections to maintain access to the Banta community and surrounding properties.
  • Changes to realign Bird Road north of 11th Street.
  • Pedestrian improvements near the existing at-grade railroad crossing.
  • Drainage, utilities, lighting, and other supporting infrastructure.

Project Schedule

Current Phase – Design:
Engineering, stakeholder and community coordination, and preparation of final construction plans, specifications, and cost estimates are underway.
Future Phase – Construction:
Construction will begin following completion of the necessary environmental and design work and once the full amount of construction funding is secured.
The project schedule is preliminary and subject to change.
