This is the date and time at which taxes become a lien on property and when property is valued for tax purposes. Property is assessed to the person or entity owning, claiming, possessing, or controlling it on January 1.

The filing period, with the San Joaquin County Clerk of the Board of Supervisors, for a reduction in assessed value is July 3- November 30.
