STOCKTON, CA – San Joaquin County Administrator Sandy Regalo announced the appointment of Juan G. Villanueva as Director of General Services, effective August 24, 2026. Villanueva has served as the County's Interim Director of General Services since March 2026.

"Juan brings deep public-sector experience and a practical understanding of the systems that keep County operations running," said County Administrator Sandy Regalo. "Having led the department since March, combined with his background in facilities, procurement, and capital project delivery, positions him well to lead General Services and strengthen the reliable services our departments and residents depend on without missing a beat."

Villanueva has more than 27 years of public-sector experience with a strong background in facilities maintenance, procurement, and capital improvement project delivery. His prior leadership roles include Director of Facilities and Procurement at the Port of Stockton and Director of Grants and Capital Projects at the San Joaquin Regional Transit District.

"I am honored to build on my time as Interim Director and continue serving San Joaquin County in this role," said Director Villanueva. "General Services touches nearly every part of County government, and I look forward to working with our employees and department partners to steward public resources responsibly, maintain safe facilities and parks, and deliver dependable service to the community."

The General Services Department supports County operations through facilities and property management and parks and recreation services. Its work helps protect County assets and natural resources while providing safe, functional spaces and quality services for the public and County departments.
