Stockton, CA - San Joaquin County has named longtime public servant, Concepcion Gayotin, as the County's new Director of Purchasing and Support Services. Gayotin brings more than three decades experience to the role both in the private and public sector, including the last year in which she has served as the Department's Interim Director.
The County's Department of Purchasing and Support Services is responsible for procurement services for all of San Joaquin County's 28 departments, including the purchase of personal property, services, and rental equipment for the County. The Department also oversees procurement, support services (mailroom, printshop, records center), and contract administration for each County department.
“Concepcion is known for her leadership, collaboration, and results-oriented approach,” said Paul Canepa, Chair of the Board of Supervisors. “Her strong focus on efficiency, innovation, and customer service make her the perfect choice for the role of Director.”
Gayotin's career expertise spans procurement system reviews, contract negotiations, and compliance audits for large public works and service contracts. She has consistently delivered high performance in roles including Procurement Manager at Valley Water, Procurement Manager at SamTrans, and City Purchasing Agent for City of Stockton.

I am excited to continue the efforts to advance our mission, and support San Joaquin County.”
Gayotin has been a resident of San Joaquin County since the 1970's. She holds a Master of Public Administration from CSU Stanislaus and a Bachelor of Science from UC Davis. She began her new role on March 24, 2025.
