** To qualify to be elected to the board of Byron-Bethany Irrigation District a person must also meet the landownership requirement of Water Code § 21100.6 and reside in the county of San Joaquin to be a director of the district.
*** Stockton East Water District has seven divisions, each with its own elected director. Candidates must reside within their division, but all district voters can vote in any division's contests.
QUALIFICATIONS
The top vote-getter from each political party in the primary election will appear on the general election ballot with their selected vice-presidential choice. Each candidate must be at least 35 years of age, a natural born Citizen of the United States, and must have been a resident of the United States for no less than 14 years at the time of assuming office. Please contact the Secretary of State’s Office for further information or to file for candidacy.
Federal Voter Nominated Offices
The top two vote-getters from the primary election advance to the general election for the voter-nominated office, even if both candidates have specified the same party preference designation. Each candidate must be at least 25 years of age, a U.S. citizen for seven years, and a resident of California on the date they would be sworn into office, if elected. A sworn statement that the candidate meets documentation requirements per state law is required when nomination papers are filed. There are no district residency requirements for members of Congress.
State Legislative Voter Nominated Offices
The top two vote-getters from the primary election advance to the general election for the voter-nominated office, even if both candidates have specified the same party preference designation. Each candidate must be a U.S. citizen, a registered voter and otherwise qualified to vote for that office at the time nomination papers are issued to the person. Candidates must have not been convicted of a felony involving, accepting, or giving, or offering to give, any bribe, the embezzlement of public money, extortion or theft of public money, perjury, or conspiracy to commit any of those crimes.
Candidates must have served no more than 12 years in the State Senate, the Assembly, or both, in any combination of terms during their lifetime if they were first elected to the legislature after June 2012 and have not previously served in the State Senate or Assembly. Candidates must have not served two terms in the State Senate since November 6, 1990, if they were elected to the State Senate before June 2012. Candidates must have not served three terms in the Assembly since November 6, 1990, if they were elected to the Assembly before June 2012.
County Nonpartisan Offices
Superior Court Judge: For any judicial seat that did not appear on ballot in the primary election it can be contested by a write-in candidate only. Each candidate must be a citizen of the U.S., registered voter, a member of the state bar for ten years, or have served as a judge of a California court of record for ten years immediately preceding the election. A sworn statement that the candidate meets documentation requirements per state law is required when nomination papers are filed. Candidates must file a Declaration of Intention and a Declaration of Candidacy.
San Joaquin County Board of Supervisors Member: The two candidates receiving the most votes from the primary election advance to the general election unless a single candidate prevails at the primary election with more than 50% plus 1 of the votes. Each candidate must be at least eighteen years of age, a citizen of California, and a registered voter in the district which the candidate seeks to represent for at least 30 days immediately preceding the deadline for filing nomination documents for the office. Supervisor must reside in the district during their incumbency. A sworn statement that the candidate meets documentation requirements per state law is required when nomination papers are filed.
City of Stockton Municipality Run-Off Election: The two candidates receiving the most votes from the primary election advance to the general election unless a single candidate prevails at the primary election with more than 50% plus 1 of the votes. During the primary election candidates must file with the Stockton City Clerk’s Office and be a registered voter residing within the district the candidate seeks to represent for a period of not less than 30 days prior to filing nomination documents.
Municipality (City) Offices: For information regarding qualifications for these offices, contact the City Clerk’s Office.
School Board and Community College Districts: Candidates must be registered voters residing within the district’s boundaries and trustee area if applicable.
Special Districts: This includes community services, fire, irrigation, sanitary, and water districts throughout San Joaquin County. Candidates must be registered voters residing within the district’s boundaries and division area if applicable.
Landowner Districts: Candidates must meet the landownership requirement of Water Code § 21100 and be registered voters residing within the county.
NOTICE IS FURTHER GIVEN that nomination papers may be obtained at the San Joaquin County Registrar of Voters’ Office beginning Monday, July 15, 2024, 8:00 a.m. until Friday, August 9, 2024, 5:00 p.m. Nomination documents must be filed at the San Joaquin County Registrar of Voters’ Office no later than Friday, August 9, 2024, 5:00 p.m. The deadline to file for offices which an incumbent does not file for by Friday, August 9, 2024, will be extended for everyone except the incumbent until Wednesday, August 14, 2024, 5:00 p.m.
NOTICE IS FURTHER GIVEN that appointment to each elective office will be made in the event there are no nominees or an insufficient number of nominees for the office and a petition for an election is not filed with the elections official within the nomination period described above.
NOTICE IS FURTHER GIVEN that, in accordance with provisions of the election laws of the State of California, the Secretary of State and the San Joaquin County Registrar of Voters will simultaneously conduct a randomized alphabet drawing to determine the order in which the candidates must appear on the official ballot on Thursday, August 15, 2024, at 11:00 a.m.

NOTICE IS FURTHER GIVEN that Conditional Voter Registration for the General Election is available from Tuesday, October 22, 2024, through Tuesday, November 5, 2024, including same-day registration at all polling places on Election Day.
NOTICE IS FURTHER GIVEN that Vote-by-Mail ballots will be mailed no later than Monday, October 7, 2024. The last day to request a Vote-by-Mail ballot is Tuesday, October 29, 2024. California Elections Code § 3000.5 requires county election officials to send Vote-by-Mail ballots to all active registered voters in the state. NOTICE IS FURTHER GIVEN that on Wednesday, November 13, 2024, the San Joaquin County Registrar of Voters’ Office will begin a manual tally of one percent (1%) of ballots cast for the November 5, 2024, General Election. This manual tally is open to the public and must continue daily until completed, excluding Saturdays, Sundays and holidays unless otherwise directed by the Registrar of Voters. This manual tally must be completed no later than Tuesday, December 3, 2024, and will take place at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.
NOTICE IS FURTHER GIVEN that members of the public are welcome to observe any and all of the following activities: The randomized alphabet drawing, Vote-by-Mail ballot processing, Election Day ballot processing, the random selection of precincts for the 1% manual tally, and the 1% manual tally of ballots cast in this election on the date(s) and at the location(s) specified above.
