How do I access the application portal? Can I apply via paper or not through the portal? | Visit https://sjgov.link/CBO-NCO-Request-Application to create a profile and to access the application. All applications must be submitted through the portal. |

Applicants are strongly encouraged to visit this FAQ list as it will be updated with answers to new questions. Once webinars are conducted in early July, those training videos will also be posted for reference. How do I attach a document? | Required documents can be uploaded into the application portal when prompted to do so from the computer they are saved on. |

Where can I find the Board’s Strategic Priorities? |
Information regarding the Board’s Strategic Priorities can be found at Board of Supervisors webpage (Board of Supervisors) and are listed in the application portal. The 2025-2028 Priorities include: Maintain Fiscal Responsibility/Promote Organizational Innovation, Public Safety/Quality of Life, Support a Health Community, Reduce Unsheltered Homelessness, Water Management, and Economic Development. Applicants are required to select at least one priority. |
How do I connect my project to one or more of the Board’s Strategic Priorities? |
Review and understand the Board’s priorities, analyze your organization’s and project’s goals, make a clear connection, and demonstrate impact on how your proposed project aligns. |
Who is eligible to submit a Request for Funding Application? | Nonprofit organizations in good standing that are located in San Joaquin County who providing services to our residents. Organizations must submit their tax designation paperwork or that of a fiscal sponsor. |
Are 501(c)(6)s eligible? | Yes. If a nonprofit organization can demonstrate they are in good standing with current tax designation paperwork, they are eligible. |
I am an individual citizen and have a great idea that falls under one of the Board’s Strategic Priorities. Can I apply for funding? | No, only nonprofit organizations in good standing are eligible to apply to the program. |
We understand only current W9 forms are accepted. Where do I find the latest version of the IRS W9 form? | The latest version of IRS Form W-9, Request for Taxpayer Identification Number and Certification, may be accessed on the official IRS website at www.irs.gov/FormW9. |
We received funding last round. Can we apply again? | Yes, past awardees may reapply however, they need to have demonstrated compliance in past reporting on previous awards. In this instance, phased projects will be more competitive. If a repeat request is made, it will be scrutinized as operational or ongoing and not a one-time project. |
What is considered a one-time expense? | A one-time expense is something you pay for only once, not repeatedly. It’s a single payment for something you need or want, and once you’ve paid for it, you’re done you don’t keep paying for it every month. |
What is an ongoing, or operating expense? | An ongoing expense is reoccurring, like a bill you must pay every month. These are things you pay for again and again, not just once. It’s like something you need to keep paying for to keep using it. Examples would be rent, payroll, utility bills, internet, or phone service. |
What is considered a one-time project? | A grant for a one-time project is a project that receives funding just once to complete a specific goal or activity. The money is not meant to support ongoing or repeated costs - it’s for something with a clear beginning and end. Once the project is done, the funding does not continue. |
What are the non-allowable expenses? | Click here to access the guidance document, also referred to as the Request for Application, to see all non-allowable expenses. Non-allowable expenses include but are not limited to regular operating costs and indirect cost recovery, mortgage or rent, fiscal sponsorship fees/administrative fees, rentals, food, alcohol, and recreational travel. |
How is funding distributed? | Funding is disbursed via check on a quarterly, reimbursement basis. Funding is contingent upon submission of verified receipts that have been uploaded into the reporting portal, eCivis, and satisfactory mid-year reports. Some pre-approved projects may receive funding up-front. |
What if my organization does not use all the funding it was granted? |
Grantees are required to return unspent grant funding. |
How do I create my report in eCivis? | Grant reports shall be submitted through eCivis. The system will have forms to populate and prompts for uploading receipts or other attachments. |
What needs to be included in my report? | Program updates, outcomes, and progress to the project objective(s) should be included in mid-year and final reports. Recipients are encouraged to diligently track outcome data throughout the term of their award for reporting purposes. |
Are capital expenditures for land or property (real estate) acquisitions an allowable expenses? | In general, capital expenses are not considered allowable expenses. |
Is funding for a facade improvements program throughout the county an eligible expenditure? | Several cities and the County provide funding for façade improvements through other programs. It is recommended organizations apply through those programs. Projects receiving funding through other County sources may not be as competitive as other projects. |
Are indirect or administrative costs eligible for the project? | No. Indirect and administrative costs are not eligible and cannot be applied to the project. |
What’s an example of an indirect cost? | Indirect costs in a grant are expenses that are not directly tied to a specific project activity but are necessary for the overall operation of the organization and the performance of the project. These are also often referred to as "overhead" or "facilities and administrative (F&A) costs." |
Is there a minimum request amount? | There is not a minimum funding request amount. |
Are gift cards an allowable expense? | It depends on the project. |
When identifying funds received in FY 24-25, are we being asked to confirm if we received grant funding? | Applicants shall include all funding received from the County between July 1, 2024 and June 30, 2025. This includes funding from Probation’s AB109 program, last year’s 24-25 CBO/NCO Grant Program, Supervisorial District Funds, or other County funding. |
Organizations are asked to select all Supervisorial Districts their project will serve, but the form only allows us to select one. What should we do? | This feature has been corrected and organizations can now select multiple Supervisorial Districts. |
Our organization is based in another county and provides on-line training. Are we eligible to provide on-line services to residents of San Joaquin County? | No. Organizations must be based in San Joaquin County. Granted funds are intended to launch, scale, or expand services that address one or more of the Board of Supervisors’ Strategic Priorities. |
Can an organization submit more than one application for different projects? | No. Applicants may submit one project per funding period. |
