Stockton, CA – Three San Joaquin County Human Services Agency (HSA) programs serving low-income families will receive additional funding following approval by the San Joaquin County Board of Supervisors.
“Gas and food prices are rising faster than many families in our communities can keep up with,” said Board Chair and Third District Supervisor Sonny Dhaliwal. “While these increases are not a long-term solution, they provide families with much-needed support during challenging times.”
The Board approved the following funding increases:
- Low-Income Home Energy Assistance Program (LIHEAP): An increase of $1,557,934 for the 2026 program year, bringing total funding from $4,867,251 to $6,425,185. The funding will support the program through June 30, 2027.
- Food for You: An increase of $1.2 million to support the food distribution program.
- CalFresh Employment and Training (CFET): An increase of $1,163,316 for employment and training services for CalFresh recipients, bringing total funding from $1,581,310 to $2,744,626. The program’s term will also be extended through September 30, 2028.
“These investments will help HSA expand access to essential resources and strengthen the support available to families throughout the County,” said Human Services Agency Director Chris Woods. “By helping residents keep their homes warm, put food on the table and move toward greater economic stability, we are investing in the well-being of our community.”
Home Energy Assistance
HSA conducts outreach through its eight community centers and local gas/electric utility providers to ensure eligible low-income households that are below 60 percent of the State median income.
Food for You
The Food for You program distributed approximately 3 million pounds of food during the 2025–26 program year and served an average of 5,433 households per month.
Food is distributed to low-income families through the County’s eight community centers and 15 partner sites located throughout San Joaquin County.
CalFresh Employment and Training
The CalFresh Employment and Training program helps CalFresh participants find and retain employment, build skills, and move toward self-sufficiency. The program is designed to help participants achieve greater economic stability and reduce or eliminate their need for CalFresh assistance.
CalFresh provides monthly food benefits through an Electronic Benefit Transfer (EBT) card that can be used to purchase groceries.
There is no Net County Cost associated with these funding increases.
