Board Secures Lower Garbage Rates for Stockton Area Consumers

Stockton, CA – In an effort to reduce costs and improve services, the San Joaquin County Board of Supervisors awarded a contract to USA Waste of California for trash collection in unincorporated County areas near Stockton, known as “Refuse Service Area C.” The new rates represent up to 45% savings for residents with the largest refuse carts and will go into effect on January 1, 2026, when the current contract is complete.

“Everyone has been impacted by inflation, and we are dedicated to improving services and lowering costs wherever we can,” commented Board Chairman Miguel Villapudua, whose First District includes many unincorporated areas of Stockton. “The Board began this process to ensure that we were paying a fair rate compared to our city neighbors. Thanks to the competitive selection process, we were able to secure improved services and lower prices for our rate payers.”

In addition to the lower rates, USA Waste will also be providing weekly recycling and green waste pickup, two dumping vouchers for each household account, two community clean up events each year, and four recycling events annually. The Department of Public Works will continue to provide leaf pick up and street sweeping services for these unincorporated areas.

Review of the rates paid by County residents began in April and the County released a Request for Proposals in October. Proposal evaluation criteria included proposed rates (80%), additional services (15%), and a local hire preference (5%). Three proposals were received, and after reviewing the proposals, the County evaluation team recommended USA Waste for the contract. A map of service areas is available here.
