San Joaquin County Approves $1.5 Million to Help Build 94-Unit Affordable Housing Development

Stockton, CA – Today, the San Joaquin County Board of Supervisors unanimously approved a one-time allocation of $1.5 million to Visionary Home Builders as part of a multi-agency funding effort for the new construction of a 94-unit affordable multi-unit housing development in Downtown Stockton.

The total cost of the project is $60,518,336 which will come from a variety of sources including the State of California Housing and Community Development Department, the Infill Infrastructure Grant Program, the City HOME Investment Partnerships Program, a City Impact Fee Waiver, and State tax credits. The County’s contribution will be leveraged to secure $34 million in State tax credits and will be utilized for the construction of the building. After the successful completion of this project, housing will be prioritized for those living or working within the County boundaries.

The integrational project will house residents from the senior community in one part of the development and families in the other. Dignity Health has committed to provide services to residents with health issues. There will also be a Head Start facility that will provide children with early education as soon as 3-5 years of age. All funding is expected to be secured by the end of 2023, construction is projected to begin in May 2024, and the project should be completed in 2026.

“Short and long-term solutions for affordable housing are complex, multi-faceted, and will take the commitment of government, community-based organizations, and the private sector,” said Robert Rickman, Chair of the San Joaquin County Board of Supervisors. “The County is committed to supporting housing developments that are affordable to individuals and families at all levels of the socioeconomic strata. This development will increase housing stocks targeting seniors, and children and families while addressing the regional affordable housing shortage, and ultimately help make our County a better place to live.”

In addition, the Board retroactively approved an agreement with Central Valley Low Income Housing Corporation to provide transitional housing services, for the period of July 1, 2022 to June 30, 2025, increasing the amount by $1,427,031 from $6,787,248 to a revised total amount of $8,214,279. The funding will be used to provide services for four community-based residences to house 20 individuals (7,300 beds annually) who are homeless and at risk of homelessness, with serious mental illness or co-occurring mental health and substance use disorders. These services were previously provided by Stockton Self Help Housing which declared bankruptcy and could no longer provide services as of May 2023.

The Board also approved a grant agreement with the California Department of Public Health for the CalFresh Healthy Living Program for the period of October 1, 2023 through September 30, 2026, for the maximum amount of $4,082,173. The overall goal of the CalFresh Healthy Living program is to reduce the prevalence of obesity and the onset of related chronic diseases within the California SNAP-Ed eligible population (<185% of the Federal Poverty Level). Grant funding will be used to support program staff, provide subcontracts to community-based organizations to conduct interventions, and training and supplies to support program activities.
