The following are the services provided and the rates charged for the 2024-2025 fiscal year (per Single Family Equivalent):

  • Water - $599.00 annual flat rate in addition to a metered rate of $15 for the first 10,000 and $3.11 per 1,000 gallons over 10,000 gallons
  • Swimming Pool Refill - Water rate for regular customers: $3.66 per 1,000 gallons; and out-of-area water rate: $5.48 per 1,000 gallons
  • Street Lighting - $21.00 annual rate
  • Storm Drainage - $45.00 annual rate

RATE INCREASE INFORMATION - A rate increase proposal was passed that became effective July 2019. Please see the links below for information on this increase.

  • Thornton Water Main Looping Project

    San Joaquin County Public Works is pleased to announce the upcoming construction of Thornton Water Main Looping (Project). The Project will install approximately 3,300 linear feet of water main piping to loop dead-end sections of the water distribution system, improve water quality by decreasing stagnation, and extend water service to four additional properties within the district. Additionally, the Project will scour the inside walls of the existing water main piping via Ice Pigging method to remove various unwanted material and improve water quality. The cost of the Project has been funded by the California Department of Water Resources (DWR), Proposition 1 Round 2 Integrated Regional Water Management (IRWM) Implementation Grant.
