Pest Control Business/License Registration
Pest Control Registrations are required annually for Farm Labor Contractors (FLC), Pest Control Advisors (PCA), Agricultural Pest Control Businesses (PCB/PCM), Maintenance Gardeners (MGB), Structural Pest Control Businesses (SPCB/SPCM), and Pest Control Aircraft Pilots (APC/JPC).
Registrations may be completed online, through the mail, or in person.

San Joaquin County Registrations
Online Registration Instructions:
To register online with San Joaquin County, you will need to have a CalAgPermits account. (Please contact our office at stocktonag2@sjgov.org to request a new CalAgPermits Account and obtain your WebUser ID.
- Log in at CalAgPermits, select the "Registration Required" link.
- Download the required forms.
- Complete, print and sign the registration form and other required documents.
- Upload the complete and signed registration forms.
- Click "Form is Complete-Submit to County". You will see the status change to "Awaiting Approval".
- Once the registration is approved, you will receive an email notifying you to pay the registration fee. You will see the status change to "Payment Due".
- Select the fees to pay, ensure the total is correct and click "Pay Now".
- Registration is complete once the County is notified of the valid payment.

- Copy of valid PCA license (DPR), valid for registering year

- Copy of Aircraft Pilot Pest Control Certificate issued from the State of CA Dept. of Pesticide Regulation (valid for registering year)
- Copy of Federal Aviation Administration (FAA) Commercial Pilot Certificate
- If not based in San Joaquin County, submit a copy of Pest Control Aircraft Pilot County registration form endorsed by your home base county
- The registration form requires Apprentice Pilots to list the Journeyman Pilot responsible for their supervision. Please ensure that the Journeyman Pilot named on the form is currently registered while applying for an APC registration
- The apprentice pilot shall immediately notify the commissioner and amend the registration in the event the journeyman pilot named on the apprentice's registration is no longer able to provide such apprentice with supervision
- Pilot's employer/business information, PCB must register with the County

- Copy of valid PCB license issued by DPR
- Copy of valid QAL license for supervising applicants
- Signed list of equipment with ID numbers
- The Restricted Materials Permit number in County (if you have one and are conducting non-agricultural restricted materials applications)

- Signed list of equipment with ID numbers

- Completed and signed Registration and Field Worker Safety Requirements for Farm Labor Contractors (both pages with signature and date)
- Copy of Farm Labor Contractor State License (valid for registering year). If not available, a copy of the Farm Labor Contractor Verification from the California Department of Industrial Relations (https://www.dir.ca.gov/dlse/License_Verification.html) verifying licensure and validity for registering year may be accepted
