Become a member of the Access and Functional Needs & Cultural Competency Advisory Committee

The County of San Joaquin, Office of Emergency Services is forming an Access and Functional Needs (AFN) & Cultural Competency Advisory Committee to further enhance the County's emergency planning efforts. 

People with access and functional needs, temporary or permanent, are disproportionately impacted during emergencies and disasters affecting their ability to receive resources and services to sustain their daily living. Access-based needs require that resources are accessible to all individuals, such as social services, accommodations, information, transportation, medications to maintain health, and so on. Function-based needs refer to restrictions or limitations an individual may have that require assistance before, during, and/or after a disaster or emergency.

To become a member of the advisory committee, you must represent one of the following types of organization:

  • Community based organization (CBO)
  • Faith based organization (FBO)
  • Non-governmental organization (NGO)
  • Government organization within the operational area

Your served community members represent one of the State’s defined AFN populations:

  • Developmental, intellectual, or physical disabilities
  • Chronic conditions or injuries
  • Limited English proficiency or non-English speaking
  • Or individuals who are older adults, children, or pregnant
  • Living in institutional settings; or low-income, homeless, and/or transportation disadvantaged
