Overview
The Solid Waste Division protects public health and the environment by managing the County’s waste infrastructure, including collection services, landfill operations, and state-mandated recycling programs.

  • Residential refuse and commercial recycling services
  • Agricultural and special waste diversion programs (plastics, tires, oil, sharps, etc.)
  • Public education on responsible waste management
  • Operation of waste facilities:
    • Lovelace Materials Recovery Facility and Transfer Station
    • North County Recycling Center and Sanitary Landfill
    • Foothill Sanitary Landfill
    • Household Hazardous Waste Facility
  • Maintenance of closed landfills for long-term environmental protection

NOTICE: Effective 5/13/2020, the Lovelace Materials Recycling Facility and Transfer Station, the North County Recycling Center and Sanitary Landfill, and the Household Hazardous Waste Facility are open to the public, resuming normal business hours.

Customers are strongly encouraged to wear facial coverings and gloves when visiting sites.

Credit and debit cards (with ID), and business checks only will be accepted - NO CASH transactions.

Please expect longer wait times at County solid waste facilities due to required social distancing and Health Orders. 

Dumping on private or public areas is illegal and punishable by fines and jail time.  Report illegal dumping to (209) 468-4400.

Solid Waste is a division of the Public Works Department of San Joaquin County. The division oversees the operations of several solid waste facilities and sanitary landfills, administers state mandated waste diversion programs, and provides and arranges for a wide range of services and outreach to the general public so as to conserve resources, and preserve public health and safety and the environment.

Public Services include: mandatory residential refuse collection and commercial recycling; a variety of landfill diversion programs for Agricultural Plastics, Tires, Oil, Sharps, Medicines, Mattresses, Appliances, Construction and Demolition Debris, Organics, and countless other products; and education and outreach to the general public on how to properly dispose or recycle any given material.

Facilities include County owned and operated  Lovelace Materials Recovery Facility and Transfer Station, and North County Recycling Center and Sanitary Landfill, as well as publicly owned but privately operated Foothill Sanitary Landfill and  Household Hazardous Waste Facility. The division also maintains the closed landfill facilities at Corral Hollow and Harney Lane. The active facilities are key locations in a network that reaches every County resident and business to dispose of nearly all man-made products that are unable to be recycled or diverted.
